Island nations got involved in online casinos very early in the game;
that is why many online casinos are based in places like Isle of Man
and Antigua. Because of its popularity as a hot bed for online casinos,
the Isle of Man Treasury has put forward the Gambling Supervision Bill
of 2008. The purpose of the Gambling Supervision Bill is to elevate the
Gambling Supervision Commission to a statutory board.
The bill also expands on the constitution, but simply to implement
the authority of the commission. The new bill does not have any major
effects on regulations in the Isle of Man as far as online casinos go.
Application to the existing legislative framework had some minor
issues so the Treasury took the opportunity to address a few of them.
Back in 2007, the Gambling Supervision Commission was transferred
from Department of Home Affairs sponsorship to the Treasury. The
intention of the bill is to elevate the Commission to the standing of
other regulatory bodies associated with the Treasury.
There are few main objectives for the bill. The bill is designed to
ensure gambling on online casinos is conducted fair and honestly.
Children are also a concern as far as protecting them from accessing
online casinos. Online casino and gambling must not be a tool used for
criminal activity such as money laundering or betting scams.
A commission of no less than five people has been proposed by the bill.
The commission members will be appointed by the Treasury, but subject to
the approval of Parliament.
