More than just online casinos are watching and hoping
that Barney Frank’s latest legislation makes it all the way. Not only
did Frank introduce the Internet Gambling Regulation Consumer Protection
and Enforcement Act but he also introduced legislation that will put a
hold on enforcement of the Unlawful Internet Gambling Enforcement Act.
The Unlawful Internet Gambling Enforcement Act was
supposed to prevent online casinos from offering their services to
players in the United States. However sloppy enforcement of a poorly
designed law never really prevented that from happening. On top of that
the law began to hurt state lottery sales.
State lotteries were supposed to be exempt from the
Unlawful Internet Gambling Enforcement Act. Unfortunately, several
states reported that credit card companies have blocked online
subscriptions to their lotteries because of the Unlawful Internet
Gambling Enforcement Act. Online casinos will not be the only
businesses happy to see the law go.
“The credit card companies and financial institutions
have clumped all gambling into the same boat, and it has caused many
legal forms of gambling to be blocked from payments,” said industry
observer Jennifer Watson.
“That is why state lotteries are keeping a close eye on
the Frank proposal.”
One of several problems with the Unlawful Internet
Gambling Enforcement Act is that left it up to the financial industry to
decipher the meaning of Unlawful Internet Gambling. Banks and credit
card companies do not have the capability to decipher the difference
between online casinos and online lottery transactions. Sloppy
enforcement of a poorly designed law.
