The Cherokee reservation in North Carolina is
supposed to be the only place in the state where slot machines are
legal. That is technically the case, but business owners in Garner,
North Carolina have found a loophole that legally allows them to offer
an experience to patrons that is very similar to slot machines…but not
quite.
It is highly likely that most gamblers would drive
past these store front operations without guessing there is a virtual
slots parlor inside. One business called 42 Business Center seems to be
hopping around the clock, yet the store signs say the business only
offers “fax, copy, and Internet.”
The only thing patrons need are cash and a drivers
license and they are given access to a series of server based games that
simulate slot machines. But these games are not physical slot machine
terminals so they are not technically illegal under North Carolina law.
The games also do not operate fundamentally in the same way that slot
machines operate.
Slot machines are completely random games. The
heart of all slot machines in the random number generator; meaning there
is absolutely no way of predicting the turn of the game from spin to
spin.
These games found in North Carolina are considered
an internet sweepstakes. The slot machine appearance of the game is
just and entertaining package for a game whose results are predetermined
at the moment a player purchases credits from the teller.
It is a small difference, but it is enough for the
company to get past state law; for now anyway.
