France Crawls Toward Online Casinos
The French government continues to take baby steps toward
the legalization of online casinos. They are currently investigating the
implication of legalized online casinos under strict federal control.
Reports indicate that Prime Minister Francois Fillion’s
office is taking great care in deciding the matter. A study on legalizing
online casinos was commissioned last November and has finally made its way to
the PM’s office. The report is being considered very carefully. The future of
online casinos in France could very well hinge on this report.
All forms of online gaming that involve money are currently
outlawed in France. The only exception is the state monopolies Francaise des
Jeux and pari-mutuel horse betting PMU.
Recently, the European Commission has placed pressure on
France to comply with the European Union treaty regarding free competition with
other treaty members. This is widely considered the momentum for France’s
sudden consideration of opening up to the online casino market.
The study presents options for opening up the currently
closed French market. Suggested avenues are issuing licenses that limit online
betting to sporting events. Another option is to legalize online casinos but
excluding lotteries.
Judging from reports on the study, a France completely open
to all internet gambling and online casinos does not seem to be on the near
horizon. According to the study, legislation of online slot machines would be
in direct conflict with the French “objectives of common interest.” Such
interests include protecting gamers from addiction and preventing fraud and
money laundering.
